I have my computing schedule set to a customized time from 4:00pm to 6:00am, but I think the program is running all the time because my CPU usage is at 95%. Is there a time delay from when I set it to when it takes effect and how do I make sure that the program only runs at the time I have selected.

You need to go to the Activity menu in BOINC and select Work according schedule/preferences.
