On this help page I see lots of instructions about the UD agent throttle - are there still people running the UD agent or has the help file just not been updated?

The Help file and and other things are being gutted for anything smelling UD. The next website update is not far way, expect September. If particularly interested in throttling the CPU visit the Start Here forum. BOINC has an internal very basic one and there is a 3rd party utility (Threadmaster GUI), that does an even better job as the old UD version. It allows to set the controls on a "per science" basis. Works on all Windows from W2K through Vista, even on Server 2003 and likely Server/Workstation 2008. ciao
