If WU units are not validated (which I think is what happened late Tuesday evening), the individual totals are not complete. Then when the individual totals are not complete and the project stats are short, the Team totals are not correct either, which makes the overall WCG totals also incorrect, which it was. There's was last night about 16-17 CPU years missing. That in principle should catch up the coming night. Any outage we have mostly takes 2 knock on days before things truly catch up (or not as it may be requiring manual intervention).
