Is there anyway to correctly specify the amount of bandwidth available to boinc?
I have a 4Mb connection, local speed tests show 4Mb download while international is showing between 2 and 4Mb depending on the chosen server.

There is, but the reason that it was specified is, that if lower real-bandwidthed clients connect it impacts everyone else.

The suggestion was made to download a couple of HCC jobs, which are short in run time, to get BOINC to measure a larger file transfer. Personally, HPF2 is much bigger and thus gives a result for longer download. BOINC continually adjusts the up/download measured values so knobbing the state file might only give a temporary fix.

This was a new machine that I just connected (no previous work units). And well, real time bandwidth is obviously a lot better than measured by boinc (see the speedtest link - very far point from my location (South Africa)).

I'll let it run and see what happens

A new install starts at zero, and until you've downloaded some work the only you'll download is some small pictures that's used in Simple View. Since these pictures is small, the overhead of transferring them is high, and the measured download-speed will be very low, often only a few KB.

Then you've assigned some work, larger files will be downloaded, and the measured download-speed will increase, and it should be possible to get CEP2-work (as long as meets the other requirements).

Looks like the machine is processing a CEP2 work unit (received one after and HFCC task completed)

Note that speeds measured by BOINC are usually much lower for various reasons already explained earlier in this thread (Marnitz, I am afraid your connection might be too slow sad ).

Thanks for the link. The new machine has has got a couple of CEP2 WUs now. State file is reporting <bwdown>1572183.857703</bwdown>.

Just a thought, is the error message mislabeled? i.e. should it not read 128 kBps (kilo bytes per second). Yes I'm being pedantic but it would explain the message (seeing as my connection seems to be running at 1/4 its speed today :/)
