Not to me.
It is a prerequisite for proceeding to the crunching step.
I had four (not TB) stuck in some pipeline after/at the big update July 10.
So therefore it is important to me (and you)
that they finished downloading so you're safe, well, and merrily
on the way to where you want to go.
So I take it we can chalk four more down now, eh?

I guess so. I currently have four running (one for each processor core) and one Ready to Start.

Half the battle to get HSTB units is to know when they might be issued. This seems to be during some of the following periods (GMT times): 0216-0222, 0246-0252, 0316-0322 and/or 0346-0352. This pattern is repeated at 6-hourly intervals.

If anyone knows any extra periods, please advise.

I got work units in July 2018 at the following hours:

04, 05, 10, 11, 14, 16, 17, 18, 22, 23 EDST.

These were at 17, 19, and 47 minutes after the hour, because I look at 17 and 47 minutes after the hour, and sometimes my boinc client repeats automatically two minutes later.
It also tries at random-appearing times spontaneously, but in July, it did not get any work units at those times.

When discussing times on an international forum it is helpful to use GMT (or UTC which is equivalent).

Eastern Daylight Time is 4 hours less than that, so your 04, 05, 10, 11, 16, 17, 22 & 23 are equivalent to my hours. That leaves your 14 & 18 as extras. Were they, by any chance, re-issued units, possibly with shorter deadlines than the usual 10 days?

Your minutes correspond to mine. You would find units might be available randomly within my minute ranges if updating within those ranges. However, we aren't permitted to update more often than every 2 minutes.

What is extra about 14 and 18? And I have no idea if they are re-issued units or not. I do not even know what you mean by re-issued units. My script tries every 1/2 hour around the clock. And I notice my boinc client sometimes asks at other times too, but at those times, I did not get any work units in July. My boinc client frequently asks again two minutes later, and I get work units sometimes then too.

See: it often tries twice, though I only request once. In this case, I got a work unit each time.
