Upon further investigation this only appears to occur when the total CPU usage is very high. I have used coretemp to determine that this seems to happen when the CPU is pulling over 60 watts. This is well within the TDP of 84 watts so I am somewhat confused still.

Maybe the temps are too high and as such the CPU automatically downclocks the iGP.

The temps on both the GPU and the CPU are below 60c (<140f) so I doubt its a temperature issue.

What happens if you free up a cpu core, it may speed up the Intel GPU.
