When I move the slider all the way to the right on the number of CPU's setting, it only goes up to four cores. What can I do to get all 8 like other users are getting? I get 8 on my S8's. Could it be a Samsung setting? I may have had CPU-Z installed, but I deleted it. Could I have changed a setting on that program which disabled of the 4 cores? Or perhaps on my Samsung settings somewhere?

What client are you using? I've never had an issue using all cores on the android devices I have although I only have 2 and 4 cores. I've been using the Official BOINC app and 1 device with the Native BOINC client
