I wonder if Owen Paterson will be as effective as his predecessor at instantly curtailing droughts

While you are focusing on the North Pole at, for it, the very worst point in it's annual cycle would you care to point out to the good People of Planet Earth what is happening at the South Pole  Or are you really that stuck in your self willed nightmare?
