Check CPU utilization with CPU-Monitor or similar if the phone is not entering deep sleep.

I had the same issue after I set (Android Settings) Display->Sleep from "Never" to "after 5 minutes of inactivity"...
----------------------------------------My CPU Time / Elapsed Time ratio dropped from like from 15.10/15.82 to 16.87/73.13 CPU-Z reported 100% CPU utilization (8 cores) It took me 2 weeks to figure out what is going on, as i haven't immediately correlated this change of display settings with worse times.... I'm also having similar issues. I find that I have to 'Force Stop' the BOINC app in Android settings, then restart the phone. After I do that it runs at full speed again for a few days.

My Pixel 2 XL is doing something similar. The 4 slower cores are running 100%, and the 4 faster cores are not being used. Whereas all 6 cores on my Blackberry Priv are being used at 100%.
----------------------------------------Priv is Android 6, Pixel is Android 9. Both BOINC apps are configured the same (100% etc) Priv gets warm to the touch. Pixel is cold all the time. I run BOINC on my Galaxy J3 6. I have the same thing happen. I use Advance Mobile care (or you can use other programs like it ) to clean it. It stops apps running in the background. It helped me. I had the same problem with Kindle Fire too. Amazon and Google likes to have some apps working in background to track you/spy for ads. every day or so it would be turned back on.
